Bus and Tram only streets

Having seen the truck streets mod I posted yesterday
- someone pointed out that this might be generally more useful to people ;)

So here you are a set of streets that only allow bus and trams.

Also includes a bus and tram sign way-point.

* Unfortunately it turns out that drivers in tpf occasionally like to ignore the road signs

* I think this is a pathing issue in the vanilla game.

* I have found the following behaviour after extensive testing with high populations.
* Placing these roads where there is no alternative path to a destination. A fair number of cars will ignore the road
* restriction.
* Even if there is an alternative but the pathing routine doesn't find it in time the car will use this road.

* Using these on out of town roads works more often than not.
* Placing these on a very busy intersection cuts the traffic down but a lot of cars just ignore the settings. :(

* So in town the more roads you set to this type the less effective they are. :(

* I did try isolating a single block in the centre of a busy town using these roads
* Most cars did respect the settings however a few ignored them.
