Some kind of horrifying fletter rotor?

Somebody on the discord mentioned this sort of design as a means of submarine propulsion, and it just so happened I'd built a very similar test rig investigating its use for aircraft. Flies terrible but flies. Kind of interesting. Works by actuating its control surfaces at certain points through their rotation, like a sideways swash plate.
