You'll have to manually install this damn thing.

All you have to do is move "nathans.utx" from
C:\Program Files (x86)\Steam\SteamApps\common\POSTAL2Complete\WorkshopContent\256804776\Textures
to
C:\Program Files (x86)\Steam\SteamApps\common\POSTAL2Complete\Textures

To remove the modification either keep a backup of the original and replace it over the mod again, or delete the modded file, then go into steam, right click POSTAL 2, click Properties in the menu, click the Local Files tab, and click the Verify Integrity... Button.

Sorry that it isn't more user-friendly.
