From a neighboring town, this fellow had lived quite a privilaged life: freedom, wealth, security, and a bit of authority, giving them a lotta admirers (and haters too). Despite all this, they always wanted more, and the position for mayor is currently in their sights. Knowing that they can't win an election against their hometown's current beloved mayor, they decided to focus their political campaign at a city run by a corrupt bacon-cheeseburger-fueled maniac, where the chances of winning are much more certain. So off they went, hoping to become this city's next mayor in the most legit, non-violent way possible, giving speeches to the citizens in order to win their favor.

Actually, they're jokes, not speeches, because game logic.
