Heal relationships

*beta - minimal testing done*

Game version: 1.0.51

Heal is not perfect word for this but meh.

Healing neutrals on some occasion will improve relationships (up to ally status)
Being good citizen (taxes and prayers) will improve relationships (but only up to 20)

Note: Game does not allow to change relationship in dialog by float number - because of this I've added some limitations and only few situations it will happen.

2nd Note: "More respect for healing" and "Taxman relationship Plus" are two older mods (not mine) that did similar thing, but they seem to not be updated and not working correctly (they do reference non existing dialog lines)
