He is intentionally overpowered, but his normal AI (levels 2-9) *should* still be beatable by any balanced character.
Level 1 is a "Boss Mode" which has a health bar.

His moveset is as follows:

Nspecial: Double Charge Wave
Fspecial: Ranbou
Dspecial: Messenkou (on ground)/Arc Blade (in air)
Attack+Dspecial: Rekkoha
Uspecial: Tenshouzan
Attack+Uspecial: Ryuenjin

Other notes about his moveset:

-Utilt's input can be held to shoot a sword wave projectile, but it will put Double Charge Wave (Nspecial) into cooldown
-Dair's input can be held to make him drop straight down, which can be cancelled with a jump or airdodge
-Fstrong will drop 3 rocks down from above, 2 in front of Omega and 1 above the closest opponent
-He has the same "move faster in the air if jumping from a dash" gimmick that Model Z has
-Bair turns him around, same as with Model Z
-Strongs have sweetspots
-Double Charge Wave (Nspecial) is a 3-stage attack, press Special 3 times to shoot a charge shot, a bigger charge shot, and finally a sword wave projectile
-Ranbou (Fspecial)'s combo can both be initiated early and turned around
-If you land Tenshouzan (Uspecial)'s sweetspot, the cooldown will be removed
-Tenshouzan (Uspecial) and Ranbou (Fspecial) both use the same cooldown, which is replenished by touching the ground
-Messenkou (Dspecial on ground) and Rekkoha (Attack+Dspecial) both use the same cooldown
-Arc Blade (Dspecial in air) has a separate cooldown from Messenkou (Dspecial on ground)
-Ryuenjin (Attack+Uspecial) goes much higher and will deal more damage than Tenshouzan (Uspecial), but will put Omega into pratfall
-Nair is incredibly spammable and covers a large area around Omega
