Adds a snazzy eltex hood.

The hood can generate in place of any other eltex gear for quests and traders.

As usual, specific values are kind of guesses.

The latest update also adds support for Psy-Eltex, found here: https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=2366166093&searchtext=psy-eltex

If you have that mod, this one will also add a Meditation Psyfocus Gain rate to the hood - more than the helmet but less than the skullcap.
