Adds a snazzy eltex hood.

The hood can generate in place of any other eltex gear for quests and traders.

I have also updated my CraftableStuffableEltex mod to support crafting and stuffing hoods. Check it out here: https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=2556374412

As usual, specific values are kind of guesses.

The latest update also adds support for Psy-Eltex, found here: https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=2366166093&searchtext=psy-eltex

If you have that mod, this one will also add a Meditation Psyfocus Gain rate to the hood - more than the helmet but less than the skullcap.
