Old Timer Bystanders

Introduces the Old Timer bystander to the population of Paradise.

If you wish to increase or decrease the chance of Old Timers spawning, simply modify the "OldTimerPopulationChance" variable in your Mods.ini configuration file. The default value is 0.015, or 1.5%.
