Here's a stupid way I have been playing Sniper lately and for the most part it works. Which is by maxing Shrapnel out first. Since Shrapnel is better early on than late game, while the rest can be delayed a bit until you get some more items. So get an early Bottle or something and start spamming Shrapnel to chip away on towers, annoy teamfights and clear creep waves.
