Update: The issue was from the Unlimited Divisions mod. It lets your generals control as many troops as you want, and it isn't limited. Just beware when you use it, so yeah.

Extra information: This is during a modded game in which I played as Germany. I noticed that there weren't any battles occurring in China, so I switched over to China... to find this.

I first noticed this during a game I had with the Red Flood mod. I've also posted this in Discussions, but I also posted this to cover as much ground as possible.
