The solution to the problem is extremely simple:
The game must be started at least once (to create a configuration).
  1. Using the Win+R combination, we call the "Run" window";
  2. Enter there "%USERPROFILE%\Documents\My Games\Wings of Prey" (without quotes);
  3. Open the file config.blk;
  4. We are looking for "512mboughttobeenoughforanybody:b=no" and change the parameter to yes.
Done. Now you can start the game and change the settings to high.

Решение проблемы крайне простое:
Игра должна быть запущена хотя бы один раз (для создания конфигурации).
  1. Комбинацией Win+R вызываем окно "Выполнить";
  2. Вводим туда "%USERPROFILE%\Documents\My Games\Wings of Prey" (без кавычек);
  3. Открываем файл config.blk;
  4. Ищем "512mboughttobeenoughforanybody:b=no" и меняем параметр на yes.
Готово. Теперь можно запустить игру и изменить настройки на высокие.
