The folder C:\Users\ (...yourname)...\AppData\Local\MirloAboveTheSun\Saved\Config\WindowsNoEditor

Has a file named Engine.ini, open that and add

[SystemSettings]
r.DefaultFeature.MotionBlur=0
r.DepthOfFieldQuality=0
