Statistics failed all the time with wasting massive amounts of ammo. When I played nice, those soldiers could kill with aimed shots. I only used auto shots on point blank enemies, or when i wanted to be 500%sure they die, and not turn around to give a nice juicy plasmabolt in the face. (unless probed first)
But yes, the same texts were there for Interceptor, and its armaments and yet, the suffering...
It's just a common assault rifle. Sniper rifle with auto-shot would feel a bit...funny.
As I understand that number...
It's like even if your soldier holds the weapon backwards, it still has 10% to somehow hit :D:D:D

A precision tool is accurate in a hands of a person experienced in using it.
And quite inaccurate in a hands of....say.....someone who has never seen such a thing.
