CTRL + SHIFT + ESC or ALT + CTRL + Delete -> Task Manager]
In the "Processes" tab, disable unnecessary applications / processes running in the background
On the "Startup" tab Disable all unnecessary applications that are launched at system startup

Start -> Settings -> System
In the "Focus" tab, select Disabled in the automatic rules. We disable all functions

Start -> Settings -> Gaming
In the "Game bar" tab, we disable recording of game clips
In the "Shots" tab, we disable background recording during the game and audio recording while recording the game
In the "Game Mode" tab, we turn on Game Mode

Start -> Settings -> Privacy
In the "Background applications" tab, we disable applications that we use rarely or not at all.

🖤 Unlocking sleeping processor cores 🖤

If you have a processor with more cores / threads, I recommend downloading the Quick CPU application (for 64 bit systems).
After installing, run the application and set the values of the options listed below:

System power plan: High performance
Core parking: 100%
Frequency scaling: 100%
Turbo boost: 100%
Performance: 100%
After setting the options listed above, click Apply -> OK -> Close.

After following the above steps, it is recommended that you restart your computer!

🖤 STEAM settings 🖤

STEAM -> Library
1. Right-click on the game Counter-Strike: Global Offensive
2. Go to "Properties ..."
3. In the "General" tab, in the "launch options" field, delete the content (if it exists) and enter:
-novid -nojoy -nod3d9ex + mat_queue_mode 2
4. In the "Local files" tab, click the "Check the consistency of game files ..." button (it may take a few minutes)
5. Then, in the same tab, click the "Browse ..." button
5.1. We will be moved to the folder with the game installed
5.2. Right-click on the "csgo" application, go to "Properties"
5.3. In the "Compatibility" tab, check the "Disable fullscreen optimizations" box.

For starters, I recommend that you reset the entire config if it is old enough.
How to do it?
Sample path (D: \ Program Files \ Steam \ userdata \ XXXXXXXX \ 730 \ local)
In the "local" folder we add a random number to the "cfg" folder, eg "cfg1", then turn the game on and off.

🖤 Commands to reduce the load on the game 🖤

cl_forcepreload 0 - Disables loading of game elements when joining the server (value 1 forces loading of game elements when joining the server - discouraged by a Valve employee)
r_dynamic 0 - Disables flashes when shooting / exploding grenades (value 1 causes frequent game cuts when shooting or exploding grenades)
fps_max 300 - I advise you not to overdo this command and not to set its value to 0 or 999, because fps jumps contribute to cuts in the game (the value of 300 is an example value)
net_graph 0 - Disables showing fps (value 1 takes some fps)

🖤 Drivers 🖤

About the drivers briefly:

They should ALWAYS be downloaded and installed from the manufacturer's website or application
They should be the freshest (clean every time)
The game optimization options offered by driver applications are not always the best solution.
