it's a shallow build/guide. you dont even need cdr from ship parts. it's better to build 2000+ hull health with armor in case you do get hit due to a mistiming on using another ability, forcing you to wait out the cooldown between abilities. meaning make room for mistakes. you get 100% uptime without building cooldown while also putting points into the talent that increases the duration of stat improvements anyway. youre talking end game, though. the better guide would be to help players know how to dominate the early game where it's toughest.
