"It has a yellow room and violet/yellow city set. I can't select the city though, probably because it's from an older version of the game, since it says invalid gfx culture when I select it. Probably supposed to be a hivemind or megacorp Fallen Empire that didn't make the cut."

Does anyone know how to import a custom city background. I've tried looking around for how to do it but cannot find information.

You can use the ruler background. The yellow FE room. But you can't use the city. The room name is "personality_fallen_empire_yellow_room". Just copy paste that into your user_empire_designs.txt, to which ever empire you want and enjoy.
