It's that you have tons of potions and a high pool of HP is exactly what makes fury reliable and overpowered at later levels. The damage increase is absolutely MASSIVE and don't actually have a cooldown nor duration since it's a passive skill. The downside of it requiring you to keep your hp bar at 35% might sounds tricky to exploit but in practice this hardly is a downside since late game dungeons eat up your hp bar quickly while 35% is enough for you to survive most hits . This damage increase apply to Cleave and Whirlwind as well unlike duel. But then again, nothing stops you from combining multiple skills as you can invest in both duel and fury for maximum damage, by investing 6 skills points equally to both fury and duel, it outperforms maxing out just one most of the times.

Yeah I agree Fury is pretty useful even for shield warrior especially in early stage before you are able to learn Heavy hand and Duel to increasing dmg.
But after when your HP is higher, having enough potions, and have Hirge as companion. Most of the time you cannot activate fury. So I feel like some other skills, like precision strike would be a better choice if you want more dmg.

Maybe it is a good way that we learn fury at the start and reset skills later.

It's quite a while since the last time I played this game but I believe fury is a must for any warrior build and it's even more true for shield users since their damage without it is trash to put it lightly and their survivability is quite high in the first place anyway. Believe me when I say not being able to even out damage fire golems, greater demons, etc in their home turf IS a big deal. And imo any ward skill is optional except spirit unless you have BOTH infantry training and stun immunity gear since resistance potions are relatively cheap and gears with resistances against certain elements aren't exactly rare (except for shock tho)
