Due to the model being insanely high-poly and detailed, Source Engine butchers the rigging of the model.
I've tried to edit it as best as I could, but if it is not enough you can try editing the issues out/re-weight it yourself.

• Procedural bones aka automatic helper bones. (If they spazz out disable them by right clicking on the model and going to Utilities > Bake Procedural Bones)
