Thank you both. I just had a peek through the files and I *think* I could write a patch of my own, so I might just do that. If so I'll give a shout-out to both of you.

Hi djvandebrake... I'm the author of Espionage Operation: Influence Ethics. As an FYI I actually do not use ECA but my mod is available to anyone who'd like to mod it, merge it,,, whatever! Please feel free to do with it as you will, the code is available on Github:
