They don't grow, they appear whole on the map, just like the other houses of the base game. Skyscrapers will only appear in the big city, they will not appear in the small one.

Do these "grow" or are they ploppable decorations? If they grow, what is the criteria for them to grow (sorry I'm still learning the game). I just want to make sure not to have a skyscraper grow in a city that is too small for it to realistically have one.
