Got over a million on hard difficulty too. It heavily depends on the loot at FBI and in the bank. In my case there were 4 bags of gold, 3 weapons and 4 bags of coke at FBI. But this seems to be extremely rare. Found almost nothing there in the last ~20 attempts.
