Van Bangers AI sets

TLDR; Adds AI sets featuring the StepVan, Vandal and Motorhome.

This is a work in progress, so some of the AI may be all over the place, and Paintjobs are a bit samey. I'll look into this when I have more time.

I've created 23 AI profiles altogether across the three vehicles, so each one drives a bit differently.
They'll either try to ram, race or generally be a bit too optimistic with their driving, and the side-swiping has been turned down quite a bit so it doesn't happen so often.
