Skill Limit and Decay tweaker

Controls skill limits and XP decay on skills, can be configured for a variety of effects.

Skill limits can be defined based on how passionate the pawn is in regards to that skill. A passionate pawn will have a higher limit than a non-passionate pawn.

Decay can be set to only be enabled when at or above the skill limit, instead of always.

Skill limits can also be set to prevent gaining levels past those limits, unless you have skill trainers handy.

Defaults:
No passion = 14
Passion = 17
Burning passion = 20
Decay below = off
Decay above = on
Above behaviour = none
Great Memory interaction = off

These defaults cause non-passionate skills to decay to lv14 and passionate skills to decay to lv17, and burning passion skills don't decay.
