Another way to work around the infamous start up problem
By LameGameName671
After researching a bit, i found that all i had to do was put a "SystemInformation.xml" thing and the "steam.dll" file into the Jade Empire game folders.

First things first:
Dont quit school, dont give up your dreams, never go @$$ to mouth, and cats are of the devil

- Now, the next thing to do is to open notepad.

- Dont write ANYTHING into it, all you have to do is save that blank notepad as an "xml" file.

- To do that, with the notepad open, click "save as" then rename the file to "SystemInformation.xml",
click the "Save As Type" to read "All Files", and save it under the location of X:\SteamLibrary\SteamAppps\common\Jade Empire\data

*(the letter X is just a placeholder for whatever drive you may store you steam library/games too, I.E. your C: drive or what have you)

- Once you ensure that xml file is there, go to your steam library folder (it should just be the parent folder of all those files) and look for a file that reads "steam.dll". copy an paste that file into your Jade Empire game folder, and voila, ragazzo, presto, and whatever jibberty jabberty else you can say, your game should begin working once you click jadeempire.exe

Hope this works, thanks for everyone else who figure this out and posted up the workaround on the web, i just streamlined the info to this guide.

@SoDrewMatic try going to the folder itself. then right clicking an empty space. and select new > text document. and name that SystemInformation.xml

Maybe its just a me issue, but when trying to save the blank doc to the location you provided, I get an error saying it doesn't exist. The game is on my C drive, but I cant seem to save it there and I won't lie I'm pretty frustrated at this point. Any assistance would be greatly appreciated.
