You could play Single Player Photography but that is rather slow as F*ck.

Play Mission 8 over and over if you unlocked it. This could give you around 10,000-35,000 per run.

You CANT level up in Free the Power Solo.
How to level up Multiplayer
If you have friends or have the balls to play multiplayer, Play Feel the Power Online. for some reason, you could earn XP.
