The triggers you're seeiing have a function applied to them that should spawn snowfall and should be invisible to the player, but in your case it didn't do it.
I think there two solutions to this problem.
1) sometimes you simply need to restart the game, and it fixes the issue.
2) you might use some king of visual addon, so you might want to check that out.

Haven't owned or played them since they came out or since playing Garry's Mod.
Perhaps try restarting the game and checking how it looks then, or maybe .gma file downloaded incorrectly, try to redownload the map, maybe it will help fixing the problem.
