I tried renaming it to <different_name_each_time_it_is_run>.exe and <different_name_each_time_it_is_run>LOGO.bmp
Strangely it works everytime I try this hack. Windows applies a compatibility settings fix specific to the current name. Changing the name of the .exe fixes the crash on start for me.
The game is still working great today (i juste needed to add french translation).
HOWEVER I found better success getting the game to run correctly if you leave the files unnamed.
If you prefer, you can just rename the game only through the steam library and leave the file path the exact same.
At least this way, in my experience, cut scenes errors and other anomalies don't happen at all
