Well SE have very basic stuff / blocks so it will be very hard to re-create any Half-Llife game.
Example: No liquids (acid, water) or hazards logic (eletric shock) or NPC. Also SE will have problems if i build large stuff like Blast pit.

Lastly Valve can send a DMCA takedown notice if you try to re-use some of content. :)
