I am running windows 7 32bit and it worked for me so follow this steps:

1) Open the folder where you got the game.
2) Right-click on "LANLauncher".
3) Click on Properties > Compatibility.
4) Select "Windows Server 2003" and run the program as adminsrator.
5) Do the same thing for the "LANoire" file.
6) Open the game (ONLY THROUGH STEAM) and enjoy. :D

It still doesn't work. Honestly I really don't care because I beat the game on the PS3. But it would be cool if someone could actually fix this this problem for Windows 8.
