Step 1:

Get a Shotgun (Zap-Gun) Even at high stakes, usually one will do the trick per fight.
Kiryu - Rush dodging is just completely OP use it.
Majima - Just run around in circles waiting for him to charge you then respond by shooting twice until he drops.

Step 2:

Buy 3 more and start farming him. Repair as necessary.

Step 8-10:

Why are you even reading this? Go make some fat yen.

Bonus Section

If you see Mr. Shakedown sleeping at the park and you have absolutely no means of beating him, whether you're too weak, no shotguns, whatever it may be. There is a really gimmicky trick you can do where you just constantly mash X/A on him while moving side to side with the analog or A-D on keyboard and you'll drain him INCREDIBLY slowly but he should 100% stay asleep if you do it the painfully long way. If you wanna do it the normal way, you hold X/A on him wait for him to start reacting, let go, repeat until you drain him out. He does have a chance of waking up only if you hold X/A.

(And if you look online people will say to reload to wake up Mr. Shakedown which is incredibly false, you just hold X/A on him and he wakes up eventually when you've sifted his pockets enough that he gets angry.)

zap guns are the entry level, but once you have Majima's command grab in breaker, you can alternate between leg grab > stomp > guard break heat action > stomp > leg grab > repeat.

idk spice knives and a bunch of +heat drinks will leave you with a fight that requires 0 brain cells because you just need to mash triangle to go into heat actions infinitely (not even dodging is required)

Can beat him with anything, but if you just wanna farm money low risk high reward, zap gun > everything.

I use a cleave pole, super easy to beat him.

Well with the Smoke Gun, you shoot at them, haha smoke go boom, they get knocked down, you get one more full-power hit, and as they come back up, you hit em again, repeat until they go into heat mode (no more knocking them down).

I dont believe you can stunlock them, I believe I beat them barehanded but idk you'd have to try it for yourself. Its been a hot minute since I played 0 and I marathoned all the games so I can barely remember which fight was which game lmao.

It blinds a group of enemies with a huge explosion so you can keep them down on the ground permanently, commonly known as "crowd control"
