Either way, I don't have the server or game installed anymore, so I can't test it.
One annotation on that topic:
Below "Workshop Maps on Dedicated Servers", you state
"4. Move the workshop map folder (it's name will be the workshop ID) to \BODS_Data\StreamingAssets."
That is NOT true. Let's say the map workshop has the ID 1234 and one copies the downloaded workshop folder to "...\BODS_Data\StreamingAssets\1234", the workshop map will NOT be considered for voting on a map change.
Fix: Copy your workshop map to the target directory
"...\BODS_Data\StreamingAssets\map_1234"
Note the prefix "map_" prior to the workshop id "1234".
Besides, obviously the path separators will have to be adjusted (/ vs \, depending on the target platform the dedicated server is running on (win vs linux).

'Round Time set to 60 seconds' - it can be lower, but you're right: very low value and it will be difficult to enter the match.
