Set launch options as-

-high -novid -console -lv -nojoy -noaafonts -threads 4 +fps_max 0 -high -limitvsconst -softparticlesdefaultoff


'-high' sets the game to high priority.
'-novid' stops the into video playing when you start the game.
'-console' enables the in game console.
'-lv' is low violence mode, which disables rag dolls (and maybe blood splatter, not sure) when someone dies. It takes a while to get used to playing, but it boosted FPS a lot.
'-nojoy' disables joystick support. I read it gives a boost in FPS, but I don't think it really does. I added it just in case.
'-noaafonts' turns off the font anti-aliasing in game. Your fonts will look ugly.
'-threads 4' tells the game how many threads to utilise. You will want to set '4' to the number of threads the laptop's CPU has. If you are unsure, then delete that part.

Also don't forget to set all the settings to lowest , but ik that u guys already have done it otherwise why would've you guys come here lol.
