So if youre having trouble keeping the agent from arresting you, then i have some advice that i learned the hard way.
To keep the agent at bay, and not suspicious of your bunker building. Do as following:

*Turn the picture above your bed (in the bedroom).
*Dont add or remove anything from the house (if you do replace it with another).
*Cover the door to the bunker with the carpet.
* Remove 2 of the 3 barrels behind the house.
* In his reports he'll label if anything is suspicious or lacking items (if youre lacking anything buy/make it right away).

Its that simple, also if you keep getting good house reports, he'll come less often, instead of a few days itll be a weekish.

Now that I've played more, I need to correct something. Eventually, you will get to a point where leaving stuff in cupboards will be a bad thing, but you'll be told as you go (I received a letter in the mail saying that starting next visit he would start checking them).

Actually, I've checked through all the items, took away all but the minimum it says you can have of each type, scrapped those items, and haven't seen any blowback. I'm pretty sure I have no plants at this point. Oh and don't forget to scrap/remake each thing that isn't already in your crafting list so you can learn it. As for what's in the storage, maybe I'm early game (84 days?), but I've yet to see any big blowback for leaving stuff above ground. The only complaint he has right now is my water usage, but I'm planning to restart the whole thing again, so we'll see how that holds if I change a few things.

You can remove 3 glass cups to make lamps without getting into trouble. Do not leave water in the cupboards and do not leave any letters or papers in the cupboards, either.
