grimm doesn't seem to work. the venerates still lock each other

I checked Dwarfs (Grimm, Barundin, Kazador), Empire (Grand Master, Vorn, Boris, Edvard, Theoderic, Valmir, Aldebrand, Wolfram, Helmut, Alberich, Theodore, Elspeth, Marius) and their skills unlocked. Maybe you have some additional mods or i missed something?
