Report a translation problem
The back is steering in my example to show you that it's possible to do, because when you're new to a game and seeking guides on how to do certain things you don't know the game's quirks and limitations immediately, I know I didn't.
Additionally, if you don't like the rear wheel steering then don't put it on your vehicle, it literally says "additionally, to make axles steer backwards, all you have to do is put a minus symbol before the number you enter!" It's purpose is to show the reader that it is possible to have rear steering.
I could go on about advantages and disadvantages but i'm sure you can fill in the blanks.
