Tip: Install monitor driver ! Also depending on card, you will have like 72, 75, 85, or 100 Hz to match FPS to your PC specs.
Use Adaptive sync/RTSS if you see very high framerates in menus etc!
Only the paste below is necessary to fix the game, the rest can be set easily in NVidia Control Panel in seconds.
It's great to see how educated gamers have become! Just 3 years ago, this knowledgeable gamer got bashed by idiots who don't know anything. :'(

MaxSmoothedFrameRate was not there, depends. But I found MinDesiredFrameRate.
The fix:
Under [Engine.GameEngine], add 3 lines:
MinDesiredFrameRate=118.000000
MaxSmoothedFrameRate=120.000000
bSmoothFrameRate=TRUE
Tested on 144hz monitor and game runs very smoothly now. Thanks for tip
