Why is the sword quality 0? The starts are still great, so I don't really mind, just wondering

I did eventually get them with high luck characters. Thanks. Some of the swords do not properly sit on the characters. I would give you names but they are in Chinese. And they still function as weapons so its not a big deal for me.
