Unlimited Armies and Edicts

With this mod your abbilitie to publish edicts or to raise armies will not be linked to your imperium level anymore.
You will naw be abble to apply edicts in all provinces of the game as soon as you control them, et raise more army than the number of regions in the game.
This mod is also save compatible.

Because this can be cheesed with ease I prefer to play with just the unlimited edicts
