Holy European Empire

설명
Imagine if The Holy Roman Empire was The Holy European Empire instead, and was also the only civilization that existed on earth. It is as bad as it sounds. Also, every nation gets a free colonist to make it worse.

ALL nations are independent! France does not have its vassals and Burgundy does not have its personal unions with the lowlands. (same with Muscovy, Denmark, Hungary etc.)

There are in total 212 princes, and 12 Free cities.

Can you make it so forming a nation doesn't remove you from the HRE? Bavaria can do it without leaving, so I don't know why other nations can't.
