As AeRoTR said...
1. Get dgVoodoo2 (v2832 worked for me)
2. Unzip and goto MS directory
3. Copy all .DLL files from x86 directory to your Fleet Command exe folder (mine is under .../Steam/steamapps/common/Fleet Command/)
4. Copy dgVoodoo2Cpl to your Fleet Command exe folder and open it up.
5. Make sure Config Folder at top points to your Fleet Command exe folder (or click "./" option)
6. Goto DirectX Tab.
7. Set your Resolution to your desktop.
8. I'd get the game working before you try Anti-Aliasing and Anisotropic Filtering but you set them here.
9. When you open Fleet Command, you should see the dgVoodoo2 Virtual 3D Card in your Graphic Options. Set this...
10. Close and Restart and everything should be ok. Set Anti-aliasing and Anisotropic Filtering as described in (8) if you like
