How to fix OBS stuttering when recording Cyberpunk 2077 (and other games) the right way, so OBS captures games perfectly in game-capture mode.

Other fixes work but they cause a number of inconveniences, so this is the best way to solve the problem.  Also make sure you have the latest graphics card drivers installed, because it matters more than you might realize, especially for Cyberpunk.  Use the "game-ready driver" for Nvidia cards.
