When you have opened the wallpaper engine window press the settings button in the upper middel, then click teh preformance button which will often be the first one that shows up and then go/scroll down to quality where you can find a fps bar taht you can move from side to side to change the fps on the wallpaper. this change is global and will happen to all wallpapers you use while that settings on that level.
