Quick reference:
Lower texture settings from main menu only before loading game
Change crowd density to low or medium under gameplay settings
Change cascaded shadow resolution/range to low
Change DLSS to performance if applicable


On a 2080 super at 1440p i would dip to 30-40 frames in congested areas but could bang out 80-110 elsewhere.. dont know how i missed it before but in gameplay and performance i changed crowds from high to low and got amazing results. In addition to setting dlss to performance and cascaded shadow resolution/range to low. Also toggling textures to medium in the first game menu (option not present when already loaded into the game) helps alot too but i reverted back to high after accepting where my frames finally were. Sorry if this is all redundant or old information but if it can help even one other person i figured it was worth mentioning!
