I have found the solution that have helped me (Nvidia/Windows 10):
- Turn on low latency mode using Nvidia control center. (Sound issue gone after that)

Other steps that I've tried:
Tried to test in-game microphone settings.
Tried to use steam-overlay microphone settings test.
Tried to use another audio-output device.
Turned the stereo mode.
Used browser in the background (After I've watched some YouTube video).
Used VLC player in the background.
Tried to use big-picture mode.
Tried to reset the audio settings.
Tried to limit the frame rate to 60, using Nvidia control center. (That option was missing from the control panel.)

@Double Sunday Did you try to run the game with steam big picture mode?

@Elyee Yes, I've tried to run VLC in background, playing youtube video, limit the FPS and other solution I find in other site but didn't work. The sound is still delay when I'm driving a car, sometimes it doesn't even sound at all.
