Unfortunately not, unless you edit the lua file. You can use the non-automatic mode, though.

Is there a way to enable changing the rate of speed in which it flies out of the pistol?

I thought that spawning watermelons with a ratio of one per 0.3 sec would look better with a pistol than with a rocket launcher. If I wanted to use the latter, I would make a Rocket-propelled Watermelon Launcher, simply changing the model of a grenade to a watermelon.
