Finally to fix the resolution issues open the f1_res_Config.exe in the main Fallout folder and edit the following:
Graphics Mode - Change to Direct 9
Colours - Change to 32-bit
Resolution - According to your specifications (mine was 1280x720)
High-Resolution Patch - Enable (By default it is disabled)
Hopefully, now it should work for you guys 'cause for me it does when I did this method.
