[WOTC] PGO Bridge: Spark Arsenal

Overview
This mod is a bridge between Iridar's SPARK Arsenal 3.0 and Proving Ground Overhaul.

It makes each item from Iridar's SPARK Arsenal 3.0 buildable once they have been obtained through an Experimental Proving Ground Project. As extra, I have also included retrofit projects so you could "upgrade" your lower tier heavy weapon from Spark Arsenal to its higher tier version.

This is just an INI mod which means you could adjust build costs (and more) using the INI files contained in this mod.
