This guide will help you out how to fix launch-crash real quick with no efforts. That does not work with multiplayer though, but let`s be honest, noone plays this game except singleplayer.

Hi there. Just follow these steps.
YOU DONT HAVE TO INSTALL GFWL CLIENT, JUST NEED SOME FILES OF IT!
But its enough for game to launch perfectly.

Then go download the required GFWL files via that link:
(remove the spaces)
https ://mega. nz/file/M4RHzIqI#g_NPEjXSENVR89_fyPT8_gs79z_EWXLHPWXN3yacN1s
Then, put the files into the main game folder, not into the GFWL folder!

NOTE

This fix also works with another games that have connections with GFWL. I`ve done that with GTA4 (before the complete edition update) and Kane & Lynch successfully
