"Equip both the Bow and Arrow" is actually impossible.

The author meant that you should:
1. Select the bow in your inventory.
2. Select the arrows in your inventory (therefore you can't have them both selected at the same time)
3. Click somewhere on the screen other than your hotbar (just like you do to eat).

If my explaination is right, at that point there'll be a short period during which you'll see a crafting circle fill up.

Once it is filled up, you should have "Bow&Arrows" in your hotbar.
